There are really two main reasons why I would oppose 099 classes here and I would encourage the rest of you to focus on these instead.
The first is that no plans were put forth to hire specific instructors to teach just this type of student. It was very short-sighted to think that the current faculty would be dedicated to the 099 level. Now I hear that these classes might even have minimal input from an instructor, with emphasis given to the self-taught method. The second is that no plans were made to make sure all 099 students, regardless of teacher, passed the same tests in order to advance in the curriculum. Having this second requirement would also put a little pressure on the instructor to get good results from the students. Both of these issues could be met somewhat if the 099-level students were put under the Developmental Education Program, something else I think should have been done.
If these two circumstances cannot be overcome soon, you will see me start opposing 099 classes at USM.
Instead of Shelby approaching the faculty and saying
"I'd like to increase enrollment by offering 099 courses to serious students who want a college education - can we do this and what would be the best approach for both the university and the student?"
he dropped the fait-accompli on the university without any input or advice from those who would be dealing directly with the students.
Soliciting advice and getting people on-board is important, except in Shelby's twilight zone.

Or maybe he knew what kind of response he would get from the faculty? Also, he really only needed to talk to the English dept. and the Math dept. I know he talked to people in the Math dept. Do we know whether he talked to the English dept.?
In any event, I cannot argue with you about your point. I too do not like how the input he apparently did not have on these 099-level classes.

There is rumor that this was handled at IHL Board level. I know the Math 099 solution to go self-taught, on-line using "thinkwell" was at Board level and applies to all the universities, not just USM. But it is still "top-down" management, just like the old plantations. I heard that a prof at Ole Miss actually studied these issues, but was not consulted.
