I remember one year (2002) when we received our contracts the third week of July.

There have been years in which faculty didn't receive contracts until mid-August; under those conditions, we started teaching without receiving a 'signed contract' as it takes a long time for HR to process 450 faculty contracts and get the 'machine signature' of the university president on them.
