The short answer is none. The only possible defense is it is very difficult to get good people to come to USM is high demand areas like business. Sending your best undergrads off to PhD programs elsewhere may be one way to get good people. You'll note that the PhD granting schools in most cases are not tier I other than foreign faculty. That supports the conclusion that recruiting to USM is difficult in tight areas. No doubt it has gotten much more difficult recently.
If you look at the areas where USM used to be very strong like English, music, and theater, you can see that those are buyer's markets. Building those areas up to excellence was possible and a good idea. It appears that Lucas understood that.
Of the six, or roughly 8%, listed with their terminal degrees from USM, how many are tenure track? How many have retired? What is the average length of service? You probably already know the answer but it doesn't make your story quite as juicy, does it?

Does it really make a difference whether a person is tenure track at USM? If the administrators like you, you can be an instructor and be untouchable. Likewise, you can be a tenured professor and be threatened with firing if you step out of the party line.
Does anything you've said change the fact that that 24% of CoB faculty have a prior tie to USM? Didn't think so.
Do you remember the book All I Really Need to Know I Learned in Kindergarten by Robert Fulghum? Get ready for Doty's book, All I Really Need to Know About Academics I Learned at Southwest Texas State University. That's where the USM CoB is heading. Texas State has big numbers and no quality -- all hat and no cattle...right up Doty's alley.
