All I know is what I read in this article, but changing members every six months appears to me to be much like a divide and conquor technique. It also appears to me that this model of representation flies in the face of, or serves to help neutralize, of the already established representative bodies (e.g., the faculty senate).
The PUC is a joke...a way for SFT to dilute the power of elected bodies and ignore accepted practices of shared governance. So sorry to see USM take this road.
