No new taxes, but what about IHL tuition?

"Gov. Haley Barbour likes to talk about being "against raising anybody's taxes" on his watch. That was particularly evident during the 2006 regular session when Barbour twice vetoed efforts by the majority of the Legislature to raise the state's paltry cigarette tax.
