Its from the infamous Enron tapes exposing how that company manipulated California into a false energy crisis in 2000, making millions by cheating Californians. It sounded to me an awful lot like the Thames Administration and its reliance on spin and marketing to make us swallow the ruse of money savings via reorganization and so forth and so on and on and on . . .
