Until the workforce starts looking elsewhere for jobs, USM and FGH won't pay a penny more. And that middle manager you mention should only play the "better pffer" game if he or she is willing to move. Otherwise, it's just a bluff waiting to be called.
I'm afraid that the "match an outside offer" arrangement, which is typical for most businesses, is not viable for USM. Just look at the emigration of faculty at ALL levels, and you'll see that the current administration is not willing to retain any faculty member with a "better offer from somewhere else."
And, since in general, faculty are much more mobile than staff, it would be a great surprise to hear that any USM staffer was able to "leverage" an outside offer into a raise.
Of course, the above is NOT pertinent to "special individuals," like hand-recruited administrators or MIDAS recipients.

Our library may be young but we count some excellent collections among our holdings, as well as several fine dictionaries which were generously donated by Hudson's Dirt Cheap in Petal. In fact we're bursting at the seams and in dire need of more study carrels for our 100+ Economical Development doctoral students. Chancellor Johnson has already requested $7,300 in emergency funding for additional library space. If approved by the IHL, we feel this sum will be sufficient to purchase a serviceable used double-wide mobile home. We intend to connect the double-wide to our main library structure by a covered catwalk spanning USMD's Shelby Freeland Thames Memorial Catfish Pond, which as you may know, is the centerpiece of our campus. Preliminary artist's renderings are nothing less than stunning.
As Dr. Johnson says, the coffee's always hot and the door's always open here in D'Lo. Come visit our lovely campus the next time you're in Mississippi and I'll give you a personal tour, including the library.

But Sports Fan, where did you come up with this Joe Morgan shortstop stuff? Why everybody knows that Joe played second base and Dave Concepcion played shortstop for the Big Red Machine!
