USM shouldn't be allowed to have its cake and eat it too. It's either a public institution or a private institution. If it's public, it should be required to conform to the Open Records provisions. That includes the USM Foundation. Contributors to the Foundation believe it is public when they make the contribution. If its financial records are secret or not subject to the Open Records Act, contributors should be so informed in a written disclosure.
I'm a contributor ( big bucks) and I'm happy with the current policy.
Well, of course you are. The "big bucks" contributors are asked to serve on the committees and board of the Foundation; they have access to Foundation information. It's the small donors (and the recipients) who get stonewalled.
