I think you've left one administrator choice out: don't bother to forward them on. It takes a conscious decision to hit the forward button. That same conscious decision could be to not forward the emails. When a decision has to be made, it ends up being a CYA move from an admin.
And yes, getting one of these every day (or multiple of these in one day) all during finals week is unnecessary. There used to be a time when USM had some administrators with some judgment.
