I have it on good information that at least one new hire in CoST is being considered for tenure before beginning in the fall. I am confident that the prospective hire has tenure elsewhere, but it makes me wonder how many of our incoming faculty are requesting tenure as a condition of acceptance given the uncertain climate on campus. Don't most (of us) think that a new hire (even at elevated rank) should put in at least one year before becoming eligible for tenure? Is this what we now have to do to attract candidates - offer them tenure up front? Is anyone else familiar with this sitatuion or others?
Frankly, my experience has been that profs who have earned tenure do not move without it, unless forced to. I would be more suspicious of someone with tenure who would give it up, especially to move to a lower-tiered school on academic probation currently entering its fourth year of mismanagement
The policy used to be that you could apply for tenure during your first year assuming you were given credit for years toward tenure when hired. Dean Gandy was hired without tenure and applied for tenure in his first year. The new chairs of Math and Physics both asked for tenure coming in and I heard that a new hire in Polymer Science did also. I don't know the final outcome concerning tenure for any of these hires.
