I dont know who Carter is and I dont even work at USM. At my school this would have had to go through the EEOC approved process. Im sure that would take more than 1 day. This smells really bad.
So, the CoB had a search and made an EEOC-legal hire in one day?
If I'm not mistaken, if you decide you're going to appoint from within the department you can do so without the traditional position announcement. I've seen that done several times here.

I imagine Dr. Lucas is glad he was never housed in the CoB (old CBA) because if he was, he surely would be feeling the push out of retirement to be recycled yet again. Perhaps this is the new retirement incentive plan: retire or you have to be an administrator again. Obviously higher education is not the military because our "old soldiers" surely do not fade away.

I've seen that done several times here." Read what I said carefully and you will note that I said nothing about deans hand picking chairs with no faculty input. As the old saying goes, "the department whose dean picks the chair without appropriate faculty input has a fool for a dean."
It follows that any departmental administrative appointment can be made without a national search if the appointment is an internal one. I would imagine, for instance, that Nursing has a Director of Clinical Training Placements (or some such title). If they are committed to an internal appointment, there is nothing that would require them to conduct a national search with all of the advertising and records keeping that pertains thereto. A Department of Computer Science could appoint a Director of its Computer Laboratory internally with no national search. These sorts of things are done every day at universities across the country.
I was told by someone inside the loop that Mark did not want to resign. Doty forced the issue and appointed George Carter after Mark resigned. I hear he says he had to make a quick decision, so very few faculty were consulted. The "consults" weren't really even consults, they were notifications of an impending action I hear.
The pool of faculty who would consider being chair has no water, so finding someone to take the job is an accomplishment. That someone is willing to take the job may or may not be good news. I am reminded of something a friend told me years ago when the issue of dating came up. His words were, "when I ask a woman out on a date and she accepts, I lose all respect for her".
