USM has never had a recruiting strategy as far as I have seen.  10+ years ago, I was a good student at HHS, child of two alumni.  I had to physically drive to USM to get an application.  State was personally calling me at least once a week.  They even called me after the semester started just to see if I wanted to change my mind.  I had bags full of recruitment material from nearly every college and university from Alabama and Louisiana, but nothing from USM.
