The following memo is dated April 7, 2005 and comes from the University
Budget Office addressed to SFT, Provost, and Deans individually.

RE: Preparation of the 2006 E&G Budget

"The University Budget Office hopes to receive final figures regarding FY 2006
state appropriations soon. While we wait to receive these figures, planning
processes can begin so that we can meet anticipated short deadlines.

"Strategically focused budgeting will be used for the University's Fy 2006
budget. To accomplish this, Deans and Directors are asked to assess program
needs, including staffing issues, operating funds required, and how the program
fits into the mission of the University. This process should be a review of true
costs associated with each program rather than mirroring prior year budgets.
In fact, it is best begin with a "blank page" and determine actual funds required
to operate each program most effecitvely and efficiently with regard to the
overall strategic plan. Each Dean or Director shoud the prioritize funding
requests before sending them forward. If budget cuts become necessary,
each program or operating unit will be reviewed to address potential funding
shortfalls."

Zero Based Budgeting has arrived at USM!!!!!

I thought the "overall strategic plan" was still being developed.  I guess the strategic plan being developed is just for SACS window dressing and those powerful people who really run things use their own "double secret probation plan".

Exactly.


Though there could be a silver lining here: if each program is really budgeted according to its real needs, I think we will find that most programs deserve more funding, not less.

When do they expect the numbers, the legislator has not agreed upon a budget?  Not even meeting to figure it out.

If a program is not bringing in the $$$ then they have no needs according to the "double secret probation plan".  If a program has no additional needs, but can show that they can increase the $$$ they bring in, then they need $$$ to accomplish that task.

Word on the street has it that Lassen's budget director of barely six months has already lept from the badly listing SS Shelby.  Might put a slight crimp in the big plans to roll out "strategically focused budgeting"!

I believe his BD is someone he knew at the U of Phoenix.

Maybe Ken Malone can pick up these duties in addition to his many others. After all, he has taken an undergraduate finance course.

Sorry for the typo. I promise I'm not TUI (typing under the influence--at least not this evening). That should read "the Budget Director position is posted."

And the job listing for the new budget director came out just yesterday.


Would you want to be budget director for a university whose budget is expected to shrink, serving under a CFO who won't remain in his job unless the president remains in his?
