Shelby didn't collapse the colleges to be "more efficient" but rather, in one fell swoop, he terminated the deans and reorganized the colleges to send the message to the community, legislature, and IHL that he was a man of action. Never mind that the only action was to dig a deeper hole for the university; it's all been smoke and mirrors beyond that point. The "big lie" about efficiency is just that and is very similar to the original "big lie" about economic development. It's all about the same propaganda and the same people are perpetuating both myths. When does the ROI study come out?

Don't forget that the reorganization was also among SFT's first concerted attacks on institutional memory.
What is it that Shelby wants nobody to be able to remember? Shared governance? Integrity in management? Bootiological indiscretions?
The bogus element in the reorganization at Clemson was redefining department chair positions as 25% administrative, then declaring that 50-odd administrative positions had been eliminated (because department chairs no longer counted).
According to Gunther's Table 1, a similar tactic was employed by the Thames regime. Deans were redefined into non-administrators. At least, that's how I interpret those FTEs in the left-hand column that range from .21 to .38.
The difference is that department chairs at Clemson do faculty work as well (a typical department chair spends 2/3's of his or her time on administration). Deans are 100% administrators.
