I thought that funds for improvements to the tennis facilities were included in the bond issue, the one that was recently defeated.

Depends on what your definition of "served" is. I'd say that as a spectator in a sports facility I am very much being served in the truest sense. I get your drift -- and I'm just being picky (bored on a Thursday...)
1. Men's tennis coach has done alright on a shoestring budget.
2. He isn't popular with some in the AD.
3. He has the support of many in the local tennis community.
4. Women's coach has done a great job of taking over a disaster and returning the program to respectable mediocrity.
5. Men and women's coach aren't exactly friends.
6. Tennis facility originally promised a choice location was moved to a less choice location.
7. Money is tight.
8. Stalemate - teams use local facilities that are underutilized.
9. Who in South Mississippi cares about tennis?
10. USM's tennis program has always been full of good kids that win some and if not lose hard and are good students. This is main reason to "care" about this program.
