This was why there was such confusion surrounding the Gary and Frank affair and why the whole thing almost got botched. Indeed, if they had not gotten Mike Adelman and contested the thing they would have been railroaded because of the confusion . . . .

My belief has always been is that at the heart of all this push for "chnage" has been a kind of management ethos of creating enough chaos and forcing so much change that the various oversight committees could not watchdog everything properly and things would slip through the cracks or people would just give up. Then, once the smoke cleared, the impotant positions would be occupied by administrative allies before the opposition could mobilize to act. Sort of a blitzkrieg of information overload that the administration creates as a fog to obscure its true intentions . . . . but there are folks on this board who would contest the administration's ability to fdo anything that requires that competence and coherance . . . .
