Yep. The legislation is called the Mississippi Universities Research Act (MURA) & Shelby Thames was a big mover in getting it passed.

Just to note: This is a different "Phoenix" posting. I am still around, just haven't used this name lately. But I love the mythological meaning, which was my intent when I chose the new name for the AAUP message board. I would imagine that if Soylant Green was warmly received after the first wing was painted, we'be be hearing about it in USM press releases.
Has "Soylent Green" ever been sold in appreciable quantities to a customer that wasn't somehow tied to federal funding? IIRC, there was the Pentagon contract & some contract for anti-fouling paint at Northrup-Grummand. Any true private sector sales?
