There was an image of this ad on the website for the PhD in International Development. I too was amazed at the mention of the football team. They paid $85K for the ad and didn't have it professionally written.

(bottom of the page--very blurry on the PDF) The University of Southern Mississippi is an accredited Carnegie Research Extensive University, is ranked as a Southern Regional Education Board (something I can't read), and is a member of the Southern Association of Colleges and Schools. We also have a fine (?) football tradition--Conference USA champions in 2003 and New Orleans Bowl Champions in 2004!

It's on the International Development website (just Google "international development" on the main USM page).
The IDV PhD program was linked on the main USM webpage for about the past month - it is no longer there as of today. It was prominently highlighted right next to the SACS probation update box.
