One of the hidden factors in this is that certain politically powerful and socially prominent people on the Coast are more than a little unhappy w/the virulently H'burg-centric agenda of the SJT regime. They'd been fighting Aubrey Lucas for a genuine USM committment to Gulf Park for 20 years before the brief halcyon of Horace F. So they know what it looks like when H'burg dictates and the Coast must supplicate. They freaking hate it, too.
