If I am not mistaken, ram is questioning the reason for the move - not whether or not the move might become a done deal. I, too, believe that the real reason for the move may be something less than academically motivated.

AFAIK, there is nothing in the SACS rulebook about program closure & relocation.
But trust me, the University of Southern Mississippi is going to have much larger fish to fry during its next self study than the relocation of a low enrollment program to a satellite campus.
From the "new" SACS Principles of Accreditation:
Programs > Faculty 23. The institution ensures adequate procedures for the safeguard and protection of academic freedom.
24. The institution publishes policies on the responsibility and authority of faculty in academic and governance matters.
