I just found out that the colleges were instructed to considered only 2003 activities when generating merit raise lists.  The thought behind this (by SFT & bros) is that raises were given at the beginning of both 2004 and 2003 for years like 2001 and 2002, so they weren't to be counted "again."  The rub is that only 10% of faculty got any $ during these two prior processes.
