We may never receive the whole story on the merit raises or how they were proposed for distribution. What the books say and what the raises actually were do not equate. If you go to Cook and look at the books, it won't make a whole lot of sense because no one at the admin. level wants you to understand it. Since 2002 some people's salary has risen dramatically and some only got the benefit of the 2 per cent raise. Merit in the CEP has no bearing on this. Merit is in the eyes of who needs to make SFT and DT the happiest. In DT's eyes - she's the queen bee. Same with the other one we were discussing. Pierce and Berman are drones. Renee F. got a merit raise (the only one besides the DT that got one in CISE) and she's in thick with the person who got the largest MIDAS incentive based on research that is decades old - they've made it part of a "grant" that was actually pork barrel from Thad Cochran.
