IHL June 2006 meeting highlights:


Mr. Thomas W. Colbert, Mr. Scott Ross and Ms. Amy Whitten were absent. (p. 1)

System Administration - Approved the amendment to the Master Affiliation Agreement for the
University of Mississippi Medical Center’s Gulf Coast Consortium which will remove the Veterans
Administration Gulf Coast Health Care System from the agreement. (p. 1)

15. USM – Approved the bids and the award of a contract to Finlo Construction Company, Inc., the lowest
of three bids, in the amount of $7,880,000 and request approval by the Bureau of Buildings for GS
#108-229, Reed Green Improvements Program. Funds are available from S.B. 2988, Laws of 2003;
S.B. 2010, Laws of 2004 and other University funds and sources. (p. 5)

18. USM – Approved a lease agreement with The University of Southern Mississippi Research Foundation
for 23,500 square feet of space and designated parking at a cost of $17 per square foot, totaling $399,500
per year. The University of Southern Mississippi Gulf Coast has an immediate need for additional
office, classroom and parking space near its Gulf Coast Student Service Center in order to support the
current and future growth of its teaching and research mission. (p. 6)

1. System Administration – Approved the request to rehabilitate the Gulf Park Campus for use by The
University of Southern Mississippi. Supplemental documentation is on file at the Board Office.

Mr. Estess commended Dr. Shelby Thames, President of The University of Southern Mississippi, and
his faculty and staff for their hard work after Hurricane Katrina in setting up temporary quarters and
organizing the cleanup of the Gulf Park Campus. Recent meetings of several Board members, the
Commissioner, key legislators, and key Gulf Coast business and education leaders have resulted in this
rehabilitation plan.

Ms. Newton commented that this plan was well received by the key legislators, county officials and city
officials. The discussions were well received and most appreciated by the stakeholders. Mr. Blakeslee
commended Commissioner Meredith who presided over this meeting and did an excellent job of
answering all of the questions. Dr. Dan Jones, Vice Chancellor for Health Affairs and Dean, School of
Medicine, The University of Mississippi Medical Center, also participated by discussing the changes
with UMMC and Keesler Air Force Base. Mr. Blakeslee also thanked Mr. George Schloegel, CEO and
President of Han**** Bank, who worked very hard on organizing the meeting.

2. System Administration – Approved the initiation of securing 100 to 150 acres for the establishment
of an additional campus to be run by The University of Southern Mississippi to serve the higher
education needs of the Gulf Coast Region. Supplemental documentation is on file at the Board Office. (p. 7)

System Administration – Approved the request to amend the employment contracts of each
Institutional Executive Officer to reflect a 5% salary increase, effective July 1, 2006.

COMMISSIONER’S REPORT

...4. Over the past several months, I have been working with the Institutional Executive Officers to find a
logo, not to replace the state seal, but a logo that is a little more recognizable and a new slogan. This
created a friendly competition. The first round of suggestions came in just last week. (p. 10)

...6. We continue to increase our efforts to improve operations here at the IHL Board Office. IHL has
occupied this facility since about 1970. The building has been through many years of neglect and it
needs a lot of work. ... The universities are stepping up to help us. Mississippi State University has offered to send
horticulture/landscaping teams to evaluate the grounds. The University of Mississippi has offered to
send landscaping and power-washing crews. The other universities have also offered their assistance. (p. 11)

EXECUTIVE SESSION

...On motion by Dr. Magee, seconded by Dr. Davidson, with Mr. Colbert, Mr. Ross and Ms. Whitten
absent and not voting, the Board approved the Commissioner’s request to take leave to conduct
consulting work out of the state on Thursday, June 22, 2006 and Friday, June 23, 2006.

The Board discussed a personnel matter at The University of Southern Mississippi, a personnel matter
at Mississippi University for Women, and the investigative proceedings by the Board into complaints
of misconduct at Mississippi Valley State University. No action was taken.

Allocation of Funds
House Bill #1634, Laws of 2006

House Bill#1634 in 2006 appropriated funds as follows:

Alcorn State University $ 2,000,000
Jackson State University $ 1,600,000
Mississippi Valley State University $ 2,000,000
IHL Repair & Renovation $17,500,000*
TOTAL $23,100,000

*$3,700,000 dedicated to MSU for
Hurricane Rita Damage

Since $3,700,000 given on the House floor to Mississippi State University to take care of
damage due to Hurricane Rita, $13,800,000 remains to be divided among the universities
for repair and renovation. Each of the universities could justify using the entire amount.
The Board if Trustees of State Institutions of Higher Learning’s, Department of Budget
and Finance has developed a formula for requesting capital renewal funds. The most
equitable method for determining the division of this year’s bond money is to use the
percentages from this formula.

The $2,000,000 line-item appropriations for Alcorn State University and Mississippi
Valley State University are higher than the allocations they would receive by applying
the formula. Since these universities received more than normally would, they were
removed for consideration and the formula was applied for each of the remaining
universities. The amount that each of the universities would receive is shown below:

Mississippi State University $ 6,115,327
Mississippi University for Women $ 648,580
Mississippi Valley State University $ 2,000,000

$7,880,000 for improvements to Reed Green Coliseum.

Does anyone else see a problem with this item? Reed Green is not in bad shape. It may not be new, which most of our alumni equate to "good", but it is a functional facility that has PLENTY of capacity for more fans to attend games. USM doesn't need a flashy arena until it has the means to utilize such a facility and generate revenues. "If you build it, they will come" has been shown to be a flawed strategy in many ways. Let's just keep on making the same mistakes.

This has got to be the last round of the pork-barrel handouts before May 20, 2007. Maybe not?

Reed Green's HVAC has been desperately in need of replacement for 5-10 years, and the roof leaks.  I remember that one year there was talk about moving graduation ceremonies off-campus, due to the inadequacy of the A/C to accommodate the expected 'overflow' attendence.  That said, I'm not sure if this is $8 million worth of work, or if there might be some aspect of 'taking care of Shelby's friends' in this contract.

I find it strange there was no mention of the outsourcing of Physical Plant in this report.

Oldtimer, on my trips to the Payne Center, I watch the roof of Reed Green being  repaired/replaced this summer, in fact, the work on that project was just completed.

I thought the athletic department was footing the bill for Reed Green renovations. I also disagree with you, Reed Green needs renovations. It might not need to look like new, but it should at least look like it has been kept up. Green is used for many other things than basketball.

If the IHL is allocating almost $8 million for the project, then the athletic dept. certainly isn't footing the bill.

While I agree with you about upkeep, the roof has been fixed (as suggested upthread). I'm not sure there's $8 million worth of cleaning, painting, and other "upkeep" to be done.

Anyway, Reed Green is part of an ancillary operation. Could that $8 million be spent better in other places? USM has a bunch of nicely paved streets, new lightpoles, and sidewalks that have been widened. The student union project, the international building, and the Trent Lott center are examples of new buildings on campus. All of USM's money seems to be going into physical plant improvements. One day this campus may look like a pretty nice high school -- good buildings and poor academics.

The only thing on this list, COBster, that I know about is the International Building, and that was underway pre-Shelby. Also, my department had to contribute a lot of its income to that project, and many of the people who went without raises to do so never got to work there. That's life, I guess.
