"Along with its expansion into Gulfport, the school has worked to offer a flexible and accessible class schedule, with nighttime and online courses. The university also boasts the only SOC-NAV approved four-year construction management accredited program in the country, giving U.S. Navy personnel the option of gaining credit hours for their military experience."
Lousiana Tech, South Alabama, Florida State, Arizona State...
Why not say, "There is a need for construction engineering in South Mississippi. In response to that need, we have developed a fine program, prepared to deliver it with excellent faculty, and are now recruiting the best students we can to fill it."
You can't say that again! wrote: Stanford, UW, Clemson... After the Economic Development fiasco, you'd think that people at USM would steer clear of that statement.
The people at USM in charge of blowing smoke don't know much about universities or academics. They don't understand that if you really are the only university in the country to have something, you probably look bush league.
I'm confused. Are they saying it's the only program in the country, or are they saying it's the only "SOC-NAV approved" program. That's what the context seems to mean.

I think you are exactly right, LVN. In addition, they are saying they give academic credit to Navy personnel for their previous work experience. Perhaps no other program does all those things.

If a university prescribes unique and specific criteria to one of its programs in order to be able to describe it as the "one and only," any program at any university could meet the criteria as being unique and thus the only one of its kind in the nation. What a crock.
Slang. Foolish talk; nonsense: That story is just a crock
Especially in engineering, a crock is a botched attempt or design to achieve something. An automobile with intentionally designed square wheels would be a crock
