STARKVILLE - Mississippi State University President Robert "Doc" Foglesong revealed Thursday a slate of ideas to increase enrollment and improve retention rates for students.
Along with increased recruiting of native Mississippi students, he said MSU will intensify efforts for veterans and international students, which may include new facilities for them on campus....

...A few years ago MSU officials set an enrollment goal of 20,000 students, but Foglesong said the exact number should be re-evaluated. MSU has seen a slight enrollment decline while the most recent years had an increase of about 100 students.
"We're at the point when I'm hoping we've bottomed out and get our growth rate to something sustainable and logical," Foglesong said.
While he mentioned the foreign students and veterans, Foglesong said the university will strive to convince more homegrown students to attend MSU. He recently announced the MSU Promise, a program that allows high school students with a 3.0 grade point average from lower-income families to attend MSU without paying tuition and fees. University officials say the program will ensure these bright students can attend the university without borrowing thousands of dollars.

Aren't these students USM's major "customer base"? Can USM match this free tuition & fees offer? Seems like this should be a "system wide" policy of the IHL.

...Mississippi State Promise Awards are being established for incoming freshmen who meet required academic qualifications and whose family incomes fall below $30,000. The program also provides on-campus work opportunities to help offset other non-tuition costs.
The program will cover the cost of tuition and required fees....

To fund the awards, MSU will draw on institutional grant funding with federal and state grants and private gifts, said Bill Kibler, vice president for student affairs.
"We'll also make use of other institutional scholarships and waivers to ensure that the entire cost of tuition and required fees is covered with student gift aid," he said....
...Kibler said early estimates show about 25 students will receive the income and academic sensitive grants for the 2006-2007 academic year, although more students likely will receive the financial aid.
The grants are expected to average about $700 per semester, Kibler said.

At USM there was lots of talk about 20,000 students but no mention of where they would come from or how it would be done. As we now know, enrollment never changed much at USM from year to year and Hattiesburg enrollment actually declined prior to Katrina.

It makes a world of difference when the institution has a president experienced in developing and carrying out strategic initiatives.
