Check out the front page of the Wall Street Journal today for a great article on grant fraud at Cornell.  In a sign of the times, the article points out that the government is having to belatedly abandon its "honor" system to police grants and go to a more formal auditing system.

One hardly needs to choose between these two goods--they aren't mutually exclusive.

More of the former would yield more of the latter. Corruption breeds in darkness; sunlight is its disinfectant.
