James R. Hilton, the former gift shop manager at the marine education center and aquarium, part of the University of Southern Mississippi, was sentenced last year to 15 months in prison for stealing $211,063. Last year he paid back $225.
"Based on other situations with which I'm familiar, I am doubtful we'll see all of that money," said Jay Grimes, provost of USM-Gulf Coast. "It hurts to see money lost that you've worked very hard for."
The money was from federal grants that supported the gift shop.:

I agree. Hilton would have, by law, had to be sentenced in federal court if the funds were indeed coming from these so-called "federal grants." I don't buy it...

So, that is to say we should thank Johnny Dupre for running a tight ship.....? because the HPD caught a couple of murders a few weeks ago?
With your logic you could say if we had more police on the streets we would have fewer crimes and if USM had better controls there would be no embezzlement

It is very true that better controls might well have prevented this crime. Until there is some description of the manner in which the funds were embezzled, we won't know. However, the purpose of systems of controls is to prevent or detect crimes of this nature. The auditor might well have cited the lack of such controls.

Internal accounting controls went early, at usm we don't need no stinking controls.
