On March 5, 2004, as I listened to the infamous hearing on the internet, I was told "Cheer up. Things could be worse." So I cheered up. And sure enough, things got worse.

Is it necessary to be affiliated with USM to file a complaint? Would be a MS taxpayer sufficient? Could someone from out of state file?
