"Misunderstanding" my hind foot!  The multipage planning document for the GP library renovations specifically mentions this program.  If you have access to this document, look at the cover page which names the outside firms which prepared the report.  Bet it wasn't free - so we have real money expended on this aborted effort, not just the "proposed" $368,000.
