Exist.  Pure and simple. And possibly they are upworldly mobile. I don't believe that, but let's don't discount her early adherences to him. She didn't get where she is now by accident. If she's realized a sense of ethics - more power to her, and, now the State's major question to her is when will she appropriately  act upon those ethical decisions?
