Sounds to me like Congress is getting wise to corporations putting exorbitant price tags on their failed research & then taking a big "charitable donation" deduction for giving their dregs to universities.
Sorta like when you donate a sack of raggly Levis to the Salvation Army & claim them at $75 a pair, because they look just like those trendy things your kid bought at American Eagle.
P.S. American Eagle should never be confused with Austin Eagle.
